The context

A library keeps each member’s unpaid fine in a vector. Every night, any member who owes money gets $0.50 added to their fine. Members who owe nothing stay at zero.

Your task

Complete the function addLateFees, so that:

After the call, every fine above zero is 0.50 higher.
Fines of zero stays at zero.
